Defining curls...I need help

How do I get all of my hair to look the curl in the pic below? I have random curls like this one sporadically positioned around my head and then the rest is a fuzz ball so I've been only rocking a picked fro.

What type of products do you use? To get curls on my twa I cowash with shea moisture, seal moisture with oil, and then either use ic fantasia gel or CURLS goddess gel. I don't saturate my hear with the gels from root to tip, but rather massage the gel on the top of my hair. That usually does the trick.

I cowash with Organix Shea Butter Conditioner. I have tons of moisturizer so I just throw one on and seal with coconut oil. My hair seems to like Jamaican Mango & Lime Cactus Leave In the best. I have IC fantasia gel. Do I just make that my last step?

My last step most of the time is to put a little bit of oil on my hair after the gel, just because for me it helps frizz to be reduced after I put the gel in.
