Little Rock, Arkansas
River Market District.

It is called S.D. Grandison Hairstyle. Google it and it will give you info. Haven't tried it after the owner quoted me the price of $75 for flat twists/twistss. Way too expensive as flat twists only last a week in my hair. But give it a try if you don't mind the price. Hope this helps
